If your on a meandering path, it may sometimes feel like its never ending, perhaps because you cant see the end. I think viewpoints are vital here to split up the flow, and to be able to see the paths flow. Having points of interest along the path creates a great 'journey' through the site.

Creating routes through site are the obvious solution for a 'flowing landscape' creating movement through so its never too static. I think sometimes with being too focused on the flow you can drag people too fast through the landscape, suggesting that they should hurry. Breaking this pull through can be made by subtle paving changes. creating lines across the paving in different pavers or colour, creating breaks in the hedging for highlighting views, or inviting them to take a seat.

Maybe a flow might be more successful with various routes through, each route catered to something different, a bikes route, family route, a direct walking route, an undercover route, but does this start to create a route through rather than a place to visit? 

I think you need to spend extra time and care in creating really strong spots and pockets of parks, interactive water features, seating spaces that want you to stay. Here its hard not to isolate them so creating a strong connection between the whole park so it feels like a park for everyone rather than just locals or a certain class.
